She sure sounds pleased about the new DC bill...

Cause it reduces MAXIMUM PENALTIES for offenses like......murders AND homicides.

Murders AND homicides?

Can some legal mind out there please explain the difference between murders and homicides?

Homicide is the killing of one person by another. It can, if state sanctioned, be legal.

Murder is never legal.

Also, a homicide can be unintentional. A murder is always done with mens rea, illicit intent.

Murder is when you cap that homie that dissed you. Maybe. Homicide is when you cap those 3 people crossing the street behind him. Maybe. There are a lot of legal factors to consider, like is he a certified "good boy", did the poleece roll up on him, camera presence, race factors, and more. Actually, all these things and more should be considered before the actual plea bargaining and civil suit payout can be determined. Muriel is on top of this. Congress normally would think this dilution of law and order would be great except they have to be there on occasion for photo ops.
