Service employees outraged customers are refusing to raise their tips

Those restaurants who make tips mandatory and figure them automatically into the bill only see the dust on my heels. That's pretty damned arrogant and they deserve to go out of business.

The exception is when you go to a four star restaurant where the service is guaranteed to be exceptional.

The exception is for large groups like banquets. For the small groups, the server should have to earn his/her tips even in 5-star restaurants.
