You don't need a law degree to understand how our court system is structured. This is something that I cover in my training sessions.
You are focusing on districts. I am aware how many districts there are and I know the difference between federal and state. However there are questions of jurisdiction and standing that concern me. The rest is just noise.
 
So then, a district judge should not be ruling on a national issue such as abortion or civil rights.
For anyone familiar with federal legal principles, that is obvious. Each decision a district court reaches deals ONLY with the case before it.

What's the point of having district judges if district judges can make national rulings? Just do away what th all the district judges and just have the Supreme Court.
The point is that the District courts are Courts of first resort. That's where you file your case. The SC is a Court of Appeal. The Federal District Judges rule on matters affecting the Federal laws and constitution.
