President Trump's actions were directed at non-citizens (a better term than Americans) because - now get this - he was attempting to usurp powers not granted to him at the current time by using the ALIEN Enemy Act of 1978. There are certain triggers that are required before the President can invoke the AEA: (a) a declared war by Congress, or (b) an invasion by a foreign government.

So yes, the Judges order only applies to non-citizens that the government would attempt to move to a 3rd world country prision under his attempted use of powe under to utilize the AEA. The judges order does not apply to US citizens because they are not ALIENS (non-citizens) nor does it apply to deportation done under authority of the United States Code pertaining to the INA (Immigration and Naturalization Act). It applies to the class of persons that President Trump was attempting to use the AEA against.

The Judge issued the TRO pending futher court action, the TRO was appealed. The appeals court ruled the Judges TRO valid. DOJ now has an appeal of the TRO at the SCOTUS and we are waiting for their decision. IIRC the last briefs were due today.

Cases are assign by the chief judge base on availability of judges. You can not request a judge. The Chief Judge rarely take cases that are likely to run on weeks or months. He or she will most likely handle cases where there are time constraints such as requests for temporary injunctions and warrants.

There is no Alen and Sedition Act. There are a series of 4 acts acts referred to as The Alien and Sedition Acts, passed in 1798 by a Federalist controlled congress. The purpose was to restrict immigration and free speech, particularly targeting Democratic-Republicans and their criticism of the Federalist administration.

One of these acts was the Alien Enemies Act which authorized the president to detain or deport citizens of a country at war with the United States. This is the act that Trump used to deport immigration detainees directly to a prison in El Salvador which of course was both illegal and unconstitutional.

I don't recall which was act was used in the Jan 6th case.
