Yes, and they may operate for as long as they maintain "good behavior," and nowhere in there does it suggest a district judge shall hold power over the Executive Officer, and that indeed, the SCOTUS hold final authoritative power over all inferior judges, and that in the case where a crime does not occur in any one state, Congress, not a district judge, has authority over how it may be dispensed.

So A). Boasberg has NOT maintained good behavior so is subject to removal, and B). if there is any case at all to be held by a district judge, it is by the judge in the state where the TdA and MS13 deportees were captured, not Boasberg in DC.
