Mueller stated in Volume 2 there were plenty of instances of obstruction of justice but since a sitting POTUS cannot be indicted, he would not suggest that Congress prosecute.
Can't believe how the truth has been twisted about Mueller.

He and no one else make a prosecution charge over claims of obstruction. Mueller NEVER posted a Prosecution decision in his final report.
