There is a standing fund every year for this purpose. No republican you quoted says he/she can stop it.

To say he is in charge of the IRS should insulate him from his tax returns being released. But there is a web site showing the law plus a lot of his tax returns.

Since the tax returns are open on the internet, there is no purpose to try to prosecute Trump and all he did was nail the box shut. He and his family did not receive a penny nor will they from said suit. It is over. He was able to allow the victims of 1-6 to get paid if they prove they have damages. And the small committee making the decisions has no picks on the group done by Trump. If they reject claims, there is not a thing Trump can do about it.

Once they add to the standing fund, I see no way they control it to the extent they have say so over the process. They might change how it is done in the future though.
