That's what we were led to believe when it was written into law in the stimulas bill. Now it appears that was pretty talk and bullshit as the administration wants to use the money for other projects.
All of our so-called leaders engage in this kind of thing, that's why we need to clean house.
Even Cheny said deficits don't matter.
