It doesn’t matter what he said in the press conference he was never on the ballot in more than half the states in the union. He can’t just decide to leave his name on the ballot if he’s not running.

These are not decisions Kennedy makes. Few states have started printing their ballots, and they’re not going to be putting the name of a man who is already withdrawn from the race, on those ballots.

He has made a public announcement that he has suspended his candidacy, and he is therefore not a candidate for president. He doesn’t get Secret Service protection unless he’s actually running for president.
