The defense industry had initially applauded Aspin’s selection because he favored maintaining a strong military-industrial base. Nonetheless, Aspin voiced skepticism over the Strategic Defense Initiative, launched by President Ronald Reagan, and favored cutbacks in the size of the military, including U.S. troops in Europe. Aspin also favored using U.S. troops in regional conflicts — a policy opposed by Gen. Colin Powell, then-chairman of the Joint Chiefs of Staff.
In September, Aspin turned down a request from Powell for tanks and gunships to aid U.S. forces on a peacekeeping mission in Somalia. Soon afterward, rebels killed 18 U.S. troops and shot down three U.S. helicopters in Mogadishu, the Somalian capital. In the face of harsh congressional and media criticism, Aspin admitted that, in view of what happened, he had erred.
