Where do they get the authority to levy fines against anyone?

In my former state of Florida, if you cheered, the cops would kindly escort you out of the ceremony. If you resisted in any way, they would arrest your ass. Then you miss the graduation party because you family is trying to muster up your bail money.

If you want to sit through listening to people blasting air horns, screaming and acting like total morons because Little Johnny was the first in the family to actually graduate from high school we could always make the ceremonies much longer, but at about 3 hours, you have already exceeded most people's patience.

So, where do they get the authority to levy fines?

The local government would be issuing fines. If you read the article, you would know there was disagreement over enforcement. I am sure that can be worked out.

What would be the purpose in such a thing in the first place? Cheering your childs greatest accomplishment so far is a bad thing? As long as at end who cares?

Some People are going to cheer at most graduations when their graduate walks across the stage; however, many people make a spectacle of themselves to the point of being disruptive. I see no problem with fining those that are disruptive.

I skipped my college graduation. I didn’t want to wait in line for four hours and be forced to listen to someone bloviate. The mailman delivered just fine.

I went through graduation ceremonies at the HS, JC, and College events. I did not attend those held for my graduate degrees. By that time I was in JOeMoma's camps.
