Because one of the main things you look for in humanitarian food assistance is that the food be suitable for transportation across great distances, in all kinds of weather, and long-term storage while it is distributed.

This agency had 4,000 employees. Elmo has cut it to less than 300.

Yeah same thing I was thinking.... I saw pictures of 100 lb rice bags and 100 lb flower bags .
Dry goods like that can sit for months or even years. Maybe they would be concerned with rodent infestation? The idea that it's perishable goods is completely ridiculous. That would mean it would be required to be shipped by a refrigerated container. I'm sure the milk is powdered and so are the eggs. I would also highly recommend scanning everything for metallic objects like weapons or pharmaceutical objects like drugs or even paper objects like bundles of cash.

The agency was indeed created by congress, but there is no mandate as to how many people must be employed. As long as the agency exists, it's not running afoul of congress.

Example, irs was created from a congressional act, and biden wanted to hire 86000 more agents. Did he need a congressional act to do so? No. People are hired and fired all the time from these agencies.

What Elon did, under authority from trump, was not illegal.

Once USAID got to work, international development assistance opportunities grew tremendously. The time during the Kennedy and Johnson administrations became known as the “decade of development.”

The president can eliminate by executive order any agency created by a previous president by executive order.

If USAID were an agency created by congress, (which it is not) the president could still take exective action to stop and investigate wasteful and abusive practices.
