The people of Hangzhou have been given discounts on traveling in other parts of China during this time to get them out of the city, so the leaders of other countries don't have to see the real China. No doubt the pollution will be minimized too. Xi was in Chengdu a month ago and the air was amazing for that week, then quadrupled in badness once he'd left.

Sounds like BS to me. The air quality in Chengdu is generally moderate (it's not Beijing), and there are many very, very wealthy families in Hangzhou. A LOT of families are traveling from Hangzhou this time of year because their children are returning to study in the US. Rather than discounts, direct flights to major US cities are MORE expensive right about now.
