Socialism is democratic control of the means of production, as put forth by all socialist groups, this doesn't necessarily mean they would live up to that promise, in fact, many groups labeled themselves socialist to get the support of the lower classes. Don't try to tell me fascism is socialism, you're going down a really hilarious road if you do, the nazi's labeled themselves "socialist" to garner support, in fact, Mussolini, a proud fascist, even claimed fascism is a mix of corporate and state power. The nazi's did nothing to even remotely attempt ownership of production by the people, the USSR made modest attempts, although they simply followed state capitalism.
