These mines were banned by the Geneva Convention as they do not kill, but destroy your limbs. Belarus and Russia already destroyed their stock, Ukraine apparently did not and just dropped the mines in Lisichansk.

That makes no sense. Why should Russia make it harder for her own forces to take the refinery? Ukrainian forces have been using all kinds of mines during their retreat and are known to have the Lepestok in stock too.
