What seems more logical to you as to who is killing all the civilians?

You are talking about a Russian military that sends their own troops into the Chernobyl region to die from radiation poisoning.

If you ask me, the whole affair is a type of genocide by Putin. His goal is not really to "win"

Putin has had an untold number of generals who have died in combat. Why? Remember, Stalin personally murdered untold numbers of generals because he was paranoid they would overthrow him. If Putin felt the same, this war would be a good way to get rid of them, and be free of the accusations of genocide.

The same goes for the people in the Ukraine. They are not Russian, and he wants rid of them, not so much taking the country and having to put up with them.

Then you have those within the Russian army itself. Most of these men are not from the big city like Moscow, where Putin holds all his support, so maybe Putin is getting rid of them as well.

And with such ineptitude on the battle field from what we have seen so far, it kinda makes sense.
