Merkel made the right decision on shutting them down. She was confident that Germany could safely wean itself off of nuclear and petroleum based energy over the stated period of time that was needed.

But that was before America got it's foot in the door and upset the equilibrium in the oil and gas markets in Europe.
Now it's broken and Russia has no incentive to fix it!

These two were apparently able to provide 6% of all Germanies energy needs if I recall. Now, let's consider what seven could contribute and how dynamic an impact that would have to free up other resources for specific needs (gas for cars etc).
