Russia's persistence to hold an accession referendum in Ukraine continues unabated. The party led by Russian President Vladimir Putin, United Russia, has proposed holding several simultaneous referendums in the provinces occupied by Russian troops to decide on their accession to the Federation. These include the Lugansk and Donetsk regions, which make up the Donbas, and other regions such as Kherson, Zaporiyia and Nikolayev.

According to article 73 of the 1996 Constitution of Ukraine, and article 3 of the 2012 law on referendums, territorial changes can only be approved via a referendum if all citizens of Ukraine are allowed to vote, including those that do not reside in the area.

During the referendum in Crimea, the Central Election Commission of Ukraine also stated that there was no possibility for regional authorities to initiate such a referendum, according to Ukrainian legislation.[25]

Seems to me they don't have much confidence in the ukrainian national identity of those regions.

The ethnic Russians in those areas were given the choice of either becoming Ukrainian citizens or returning to Russia. The minority Russians decided to wreak havoc and terror in their areas rather than live peacefully with the Ukrainian people on Ukrainian soil.

This will not serve Russia well at all. Putin has opened the door for every region in Russia to demand referendums. I wouldn't be surprised if Kaliningrad votes for its independence from Russia. No doubt to be followed by all the autonomous Asian Siberian States that Russia dominates. We could be witnessing the total demise of Russia as we know it today and that will be a blessing. Corrupt leadership has destroyed their integrity and credibility.

Russia is on real shaky ground, it is composed of 23 oblasts and 14 republics
Some of these republics are within the European Russian Homeland. Russia of the future might look a whole lot different if all of these people have referendums deciding their own Fates.

Kaliningrad will have its own referendum on whether or not to stay in part of the Soviet Union in a matter of months. That will be followed by the 14 republics that are part of Russia at present. Russia size and clout will be cut in half at least. The Russian people need to act now if they want to save Russia from Putin.
