They exist. Power elites in those areas can be corrupted and some are. You know when your rights are trampled on. many who have power in government or employment and mess with others who may work also in government or civilians are fortunate that many citizens do not sue their asses. This judge and those involved need to a long stretch in prison. And frankly, the cities did little to incorporate the rural areas as the nation grew and they became powerful. The cities do tax them though through the state government.

Come to find out that the judge was corrupt and had a secret sex ring going on for years. The judge was having sex with people he put in jail while they were in jail.
