For instance he could not go back to March of 2020 when the Taliban was obligated to start peace talks with the Afghans starting with a cease fire agreement, and force them to start, or to stop the unconditional troop withdrawals trump made until they started. You know like the Doha Agreement called for. We went From nearly 13,000 troops down to 2,500 in unprecedented unconditional withdrawals by Jan 15th 2021. Less than 4,000 troops, of which you could maybe spare 1/4 of to scour the country for the trucks and then drive them back. That does not happen over night, or even in a month.
If Biden and the Joint Cheifs set their minds to it, six months is plenty of time to do it. They didn't, thus it's entirely on Biden. There was no legislation barring redeployment or any other hindrances to getting the job done, only the administration's lack of will.
