When Jeff Sessions was confirmed as AG, the Deep-State knew they could really go after President Trump. It was Rosenstein, not "senior DOJ officials", who convinced Magoo to recuse himself from the "Russia" hoax he'd been constructing. Now RatRod was totally in charge and this nobody bureaucrat wasn't about to blow it. He wrote the memo calling for Comey's firing, which Trump did. Then he accompanied Mueller to the Oval Office to beg for Comey's job. Why was Rosenstein there? To see what happened for himself. Trump didn't give Mueller a second thought to become the next Director. Comey was Mueller's protege and Trump and Mueller had a history of their own...mainly that Mueller tried to finagle his way out of paying for his membership fees at a Trump golf course and was thrown out. So what does RatRod do? He appoints Mueller special counsel the next day. He gives Mueller no crime to investigate, and no boundaries. He watches Mueller appoint Trump-hating attorneys for his team, and says nothing as Mueller goes far astray of what the American people were told was being looked into. So what is Rosenstein's motive for doing all this? Why the Trump impeachment of course, with Sessions resigning or being fired by Pence and himself being named AG after assuring Pence the witch-hunt had ended. Only now the cloak of secrecy has been lifted and RatRod is in the cross-hairs or a reverse investigation. Not only will he surely lose his new status, but could very likely end up in Leavenworth.
