The Declaration of Independence was a statement of limitations on government power (i.e., inalienable rights). The original draft listed the examples of life, liberty and property, the latter changed to the pursuit of happiness in the final version.
This does not mean that the government has an obligation to guarantee those rights. Instead, it means that individual may not be prevented from defending those rights.
