They even have hair test common now, which I could never figure out why? Hair test don't Say if you used today or three weeks ago but a month plus ago.

Oh, I can set up a pool that big. It's called All American Citizens, and they can all afford to pay for it because they all pay some form of taxes. Some pay very little and use a lot.
