In conservative states, schools only want to teach "white history" and put up "English only" signs. Then you have conservatives saying scientists are liars. But as you can see, any state with higher than a "20% participation rate" (TX has 71%) is nowhere near the top 20 on the list. Most of the so-called top 20 only have single digit participation rates, for example South Dakota has a 3% participation rate and yet they rank #6....hardly fair when 97% of their studens didn't participate in the test. You can tell just by looking at the chart, that when more students take the test, the states overall scores go down.

Yet again when you consider Texas' high illegal population (2nd only to CA) as well black population(20th) and hispanic(2nd), it really isn't surprising as all states with higher % of those populations rank lower.
