she had to be there for the joint session of Congress as a Senator, and the joint session was gaveled in at 1:05 pm.... If she went anywhere at 11am as claimed, she had to have returned for the Joint Session.

(She resigned her senator position when being sworn in as VP.....later on 1/20pm)
