Say a state has seven congressional seat and two senatorial. The state's majority takes both senatorial seats. So say GOP takes the state and four congressional districts while the Dems take three congressional districts: thus the GOP gets both Senate seat and three Congressional seats, and the Dems get three Congressional seats.

Still not following you all the way. Your example shows a state with a total of 7 Congressional seats, 4 GOP and 3 Democrat and yet you say pubs would get three and dems would get three, which only adds up to six instead of seven. What happens with the seventh district?

Keep it the way it is in the electoral college but put the caveat that the President-Elect also get the plurality of the popular vote (for republicans out there who have trouble with multi-syllable words--that means more votes than anyone else). If both 270 EVs and the Plurality are not met, let the House and Senate slug it out just like they would now if nobody gets 270 EVs.
