Who is "they"?

The people who ignored CDC protocols. You can put the blame on the hospital for turning the patient away the first time, but failing to decontaminate the patients home and leaving contaminated sheets, clothing, etc. falls on county and/or state officials. The CDC had a quick response, but seemed to have failed in several ways, including not making sure protocol was being followed. I think it is foolish to try on put blame on a President of Governor at the outset and blaming vacations and other reasons the executive may have to be on a trip, but once mistakes and failures have been recognized it is their job to evaluate and make the changes needed to make processes and procedures efficient.
