The thing is that having both the Senate and the House as strong supporters that will not (and are scared to) go against you, you can do anything you want. Nonetheless, all of these people represent their own State and communities and if Trump is doing so extreme that even his own people are against it or getting hurt by it, they will turn on Trump and that will give the Senators and Reps reason to go against him as well. When that happens, Trump will lose his ability.

His incompetence is taking him to these extremes and that means he will likely fail like so many other times before.
