That's a Bexar County (San Antonio) seat.

(as in Presidio San Antonio de Bexar, the fort named after San Antonio de Valero [after which they named an oil company Valero]) which was named after Frey San Antonio de Olivares the guy who organized the fort and the accompanying chapel officially naming the compound Misión San Antonio de Valero which was nicknamed after the line of poplar trees that led up to the chapel. it is not pronounced "bear" it is Bexar county with the x being pronounced and is not silent.

The capital of texas is a democrat stronghold. The city motto is "Keep Austin weird". Do not need to mess with it as Texas is a big state and the map shows how it was changed.
