I would rule out Hamas for several reasons.

Hamas does not operate outside of Palestine.

It is more likely to be an internal Egyptian problem.

Hamas has always tried to curry favor with all foreign countries particularly Egypt. An attack on Egypt would go against its own agenda. But it would be a great benefit for Israel.

A time honored investigative tool is follow the money. IOW who would benefit from this attack?

Now it would need no excuse to kick Hamas' ass for killing those 4 innocent victims.
