IMHO, President Un really wants to bring his people into the 21st Century- but a lot of NK military people like the current status quo.

Un doesn't see the current North Korean system as sustainable, a Trump International in Pyongyang would help open up the nation to foreign commerce and affluence, make his position more stable. Un was educated in the West.

OTOH, the military leaders think otherwise. Shooting some leaders, particularly after the summit in Vietnam failed, is a good sign that Un is on board.
