Paula Jones never claimed that Clinton raped her. She sued because SHE DIDN'T HAVE SEX WITH CLINTON, and a magazine writer claimed she did.
Jones sexual harassment case was dismissed with prejudice - which means she couldn't re-file, because it was without merit. Neither she nor her husband lost their jobs because she refused to have sex with Clinton. She Appealed the dismissal. Clinton settled out of court to stop the legal action so he could fight the impeachment. There was no admission of guilt, and no apology.

a financial settlement is an admission of guilt no matter how you spin it. Innocent people do not make such settlements.
Yes they do - all of the time. That's why accident litigators settle minor claims without litigation. That's why Donald Trump sues people - because it's cheaper to settle than to fight on.
Jones' lawsuit was being defended by lawyers paid by the Republican Parywho wanted to continue to harass Bill Clinton as he prepared for his impeachment hearing. The suit had already been dismissed - with prejudice, which meant that Jones would have to pay Clinton's legal fees. The judge said there was "no basis for the suit" because neither Jones nor her husband saw any loss of pay or promotions because of her refusal to have sex with Bill Clinton.
Some magazine wrote an article about how Bill Clinton got a blow job from some State Employee named Paula with a State Trooper husband, and up jumped Paula Jones to say "I did not give that man a blow job", and she demanded a retraction and an apology. The Republican Party was currently on a witch hunt for the Clintons, so they offered to fund a "sexual harassment" suit against Clinton was was State Attorney General at the time of the alleged incident.
The case was dimissed by the presiding judge, "with prejudice", which strongly suggests the judge considered it a nuisance lawsuit brought by the Republican Party for political reasons, and there is strong evidence that this is exactly what it was.
Jones was presented as a gift to the Republican Party by a right-wing California based PR firm. Jones was subsequently totally repackaged with cosmetic dentistry, a new wardrobe, and all new hair and make-up to improve her creditability.
All Jones ever asked for was an apology for the slander in the magazine article, not an unreasonable request. But the Republican Party used her shamelessly, to harass and bedevil Bill Clinton throughout the middle 4 years of his Administration.
I'd pay $850,000 to make this go away if I were Bill Clinton. They could never come after him for it again, otherwise he could be tied up until the end of time in appeals. Paula Jones got $200,000 which works out to $50,000 a year to let the Republican Party do to her what Bill Clinton didn't.
As a person interested in politics, this is the most shameful behaviour I have ever seen by an opposition party against a sitting head of state and everyone involved in the Republican Party should have been called up on charges of treason for trying to undermine the President in this manner.
