Positions based on qualifications is why officers have FITREPS and qualification boards. FITREPS (Fitness Reports) are annual "report cards" written by their supervisors showing how they perform in their day to day duties, as well as reflect whatever qualifications they have achieved for that reporting period. Evaluation boards are convened at regular times to determine who is qualified for advancement to the next rank, based on what those FITREPS say, as well as what that particular officer has done in their career so far.

A similar thing happens in the Navy for enlisted personnel. Twice a year there are advancement exams held that evaluate their knowledge so see if they can perform at the next higher rank. One third of their advancement grade is based on the exam score, one third is based on their time in service, service in paygrade and award points, and ONE THIRD is based on their evaluations (fitness reports for enlisted).

Chiefs have an additional hoop to jump through in a Chief Selection Board, which is convened once a year where selected chiefs go over the records of chiefs participating in advancement and figure out if they are qualified for the next rank based on their careers, meaning everything in their service record to see if they are qualified.

Yes, the military does base advancement on qualifications. Apparently, you don't know as much about the military as you like to think you do Bitchy Irish Karen Ass.
