I don’t think repubs care about the color of their skin, this is all about votes. I don’t think strategists are sitting around thinking “how can we dilute the vote for people who are black”, more likely they know black people overwhelmingly vote democrat, so they are trying to gerrymander that away, but I don’t think it has anything to do with skin color.
