I don't think that's entirely right. Both Clinton and Obama believed that Americans would reward the dems for bringing down deficits while simultaneously expanding healthcare access and educ. They were rewarded with W and Trump, who believed in neither.

When Obama was sworn in on Jan. 20, 2009, the debt was $10.626 trillion. When he left office on Jan. 20, 2017, it was $19.937 trillion.
