More illegal immigrants means more arrests which means more engagements between ICE and the public. If the issue were systemic to the agency you would expect for there to be at least as many bad encounters in Texas as Minnesota. That's just math.

If there are 15X (his number not mine) the number of illegal immigrants in Tx vs Mn, I would assume it's a safe bet that at least 2X as many arrests of illegal immigrants are happening in Tx vs Mn. Why are the protestors in Mn and not Tx.
