Px 4 Storm....why don't other companies use the rotating barrel?

I have just noticed the Px 4 Storm. It uses a rotating barrel as opposed to the rising barrel other pistols use, and from the reviews, it seems like this dampens recoil. To you gun afficianados......why don't more guns have the rotating barrel?

I used to own a French MAB PA-15 that used the rotating barrel system. Horribly inaccurate. A 3.5 inch group at 15 yards was "good". My Firestar (which is a compact) will do that at 50 yards.
