They also have those missiles that they try to intercept incoming missiles but they explode it when it is close and hope the shrapnel destroys the enemy rocket.

First of all you have to remember that the Russians don't pay as much per production unit of military equipment as the United States does because they don't have private sector labor unions working in those industries.
The highest paying jobs in this nation are in defense contracts controlled by left-wing labor unions no less. It makes you wonder why the Democrats are constantly fighting against the Pentagon. Actually I know why they're constantly fighting against the Pentagon because most of them are bought and sold properties of foreign governments and spend their time in the United States Congress looking for ways to weaken the United States. But I digress. Putin is more interested in deterrence than anything else he certainly is not interested in fighting a war. Showcasing weapons that are nearly impossible to defend against is a good way for him to signal that it's a bad idea to attack Russia. Having said that he has shown very little aggression other than what has been merited by NATO lies. NATO works for the oil and gas companies not for the people. Putin knows this.
