In my view, the primary purpose of government - the reason we actually need it - is conflict resolution. We have government so we can live together without fighting all the time. It would be. But the Court has interpreted it in such a way that any meaningful limits on federal power are null and void. (see: "Welfare clause")The Constitution clearly outlines the duties and responsibilities of the Federal government.
