ABSOLUTELY wrong. As the top power in the Exec branch and as Commander in Chief -- the Supreme Court has ruled on this twice. And TWICE the answer is -- "A president certainly can order the declassification of specified documents". The key word is ORDER. Cannot do it ex post facto.

Bush did it in 2004 when he simply made a VERY top secret Daily Briefing paper on "Bin Laden intent to hit America" public WITHOUT any agency advice.

And Trump DID just that with ALL the FBI's OWN files on RussiaGate and the Clinton involvement in early Oct 2020. WE ALL KNEW THIS HAPPENED -- where were YOU??? Since Trump is SUING the DNC and Clinton on the fake as shit "Steele dossier" -- and pursuing claims against the FBI -- the SAFEST PLACE FOR ALL THAT DOCUMENTATION WOULD BE -- with him and his lawyers.
