Because the voters pick the electors.
When you vote for President, you actually vote for the slate of electors your state sends to the electoral college.

I think Harris has the three rust belt states. 2-1 leads in the early votes in all polls and massive late deciders choosing her. The popular vote can be a tie or 1% if the south is voting 5% more trump and this will allow the rust belt to vote Harris. At the end of the day that is all that matters.
