"Populist Policy" org. addresses US debt crisis, calls for a balanced budget amendment

Go away, idiot. The collapse of the Soviets was accomplished directly by his policies and actions.

Your leftwing extremism is of no concern to Me.

Not really.

Reagan championed a massive increase in military spending as an attempt to spend the Russian into the ground. Tjis about everything most Americans know about it.

The collapse of oil prices in the Spring of 1985 sealed the USSR’s fate. They had drained their treasury Importing grain from the U.S. to feed itself. This had been going on since Nixon was President.

The collapse of oil prices drained the Russians of hard currency reserves.

Had Yuri Andropov lived, history would have been quite different, regardless of Reagan’s expensive weapons buildup.

10. Engage Congress to Pass Budgetary Reforms

While executive branch actions are critical, Congress plays a key role in addressing the national debt. The President should:

• Advocate for a Balanced Budget Amendment: Work with Congress to propose a constitutional amendment requiring balanced federal budgets.

The current national debt (not including unfunded debt liabilities) is $ 36 TRILLION, which now draws over $1 TRILLION in annual interest payments taken from the U.S. taxpayer's federal treasury. Seems abundantly clear there is an enormous annual profit to be realized by those who invest in Congress’s irresponsible spending, which leads to Congress’s borrowing.

America's taxpayers have been made into taxed slaves to those who thrive by investing in Congress's reckless borrowing. So, when do the people call upon the President to advocate for an effective balanced budget amendment which essentially stops Congress from adding to the national debt year after year?

A fantasy.

Better to deal with reality.

Reagan had nothing to do with the dissolution of the USSR, as the satellite nations(Soviet Block) did along with perestroika and then Glasnost:
What prompted the collapse of the Soviet Union?
Gorbachev's decision to allow elections with a multi-party system and create a presidency for the Soviet Union began a slow process of democratization that eventually destabilized Communist control and contributed to the collapse of the Soviet Union.

The Collapse of the Soviet Union - 1989-1992 - Milestones

Reagan won the "arms race" and forced Gorbachev to abandon the Brezhnev Doctrine, ending the "cold war".

No.

I have no idea who this organization is. They go to lengths to hide who they are.

many of the articles do little more than apply a very short list of traditionally right wing solutions to just about every issue. Many of the articles are laced with right wing code words and tropes.

The links are for the terminally trashy Washington Examiner, and various big oil and right wing pressure groups.

Trump fully intends to borrow and spend his way through the next four years.

It’s pathetic to watch right wingers cheer for that out of one side of their mouths, while ranting about debt out of the other,

I fell for the trickle down con in 1980. I voted for Reagan again in ‘84, hoping his program would actually begin to work. At that point, all it had really accomplished was a vast increase in Federal debt. Interest rates and unemployment remained stubbornly high.
Salvation came in the Spring of 1985. And it had nothing to do with Reagan. The western economies began to recover because Saudi Arabia announced that it would no longer cut its own production in order to prop up the OPEC posted price.
Oil prices collapsed, Which fed economic recovery in the west, and drained the Soviet treasury of hard currency.
Inflation during Carter was 9.9% which is a disaster. Reagan had to get inflation down while still keeping the economy and employment up, a tough task. Please don't blame Reagan for Carter's fucked up economy.

Many, maybe most U.S. states have balanced budget requirements. The reason Congress has been reluctant to pass one for the federal government is it makes it difficult to deal with unexpected national emergencies that come up.

But once Congress stopped passing a budget or paying any attention to one and spending as much money as it could on whatever stupid or silly things it wanted, it has spiraled out of control to disastrous levels.

Those countries I could find who have balanced budget requirements in their constitutions are Poland, Spain, Slovenia, Germany, Italy, Switzerland and I think some others. All those countries depend on the USA for their national security/defense.

We are going to need a MUCH larger majority of responsible Republicans to get past a Democrat Party that doesn't give a damn about consequences of irresponsible spending.

Even now, on his way out the door, Biden is spending as much as he can possibly spend to hurt Trump. That is the mentality we deal with. Until Americans start electing responsible people again, we're pretty well doomed.

That is simply not true.

particularly since the USSR was totally dependent on oil and gas revenue to pay its debts. When that dropped through the floor, the end was in sight, arms race or no.

But you can have a go at backing up your claim.

You bring up an important observation, the text of a well-designed BBA must meet necessary fundamental criteria such as:

  • Does it allow Congress to raise all necessary revenue, including in times of emergency?
  • Does it limit how Congress raises its revenue in a manner that is consistent with our nation’s founding principles?
  • Does it allow spending as found necessary by Congress during the course of a fiscal year?
  • Does it create a real and immediate moment of accountability for each State’s Congressional Delegation, when Congress borrows during the course of a fiscal year to meet its expenses?
  • Does it contain an escape clause rendering the amendment meaningless or allow Congress to effectively add to the national debt, year after year?
Our Founder’s preferred remedy__ currently promoted as The Fair Share Balanced Budget Amendment ___ meets the above itemized criteria.

Fair Share Balanced Budget Amendment

“SECTION 1. The Sixteenth Amendment is hereby repealed and Congress is henceforth forbidden to lay any tax or burden calculated from profits, gains, sales, interest, salaries, wages, tips, inheritances or any other lawfully realized money.

NOTE: these words would return us to our Constitution’s original tax plan as our Founders’ intended it to operate! They would also end the experiment with allowing Congress to lay and collect taxes calculated from lawfully earned "incomes" which now oppresses America‘s economic engine and robs the bread which working people have earned when selling the property each has in their own labor, not to mention the amendment would end federal taxation being used as a political weapon to harass and attack political opponents!

"SECTION 2. Congress ought not raise money by borrowing, but when the money arising from imposts duties and excise taxes are insufficient to meet the public exigencies, and Congress has raised money by borrowing during the course of a fiscal year, Congress shall then lay a direct tax at the beginning of the next fiscal year for an amount sufficient to extinguish the preceding fiscal year's deficit, and apply the revenue so raised to extinguishing said deficit."

NOTE: Congress is to raise its primary revenue from imposts and duties, [taxes at our water’s edge], and may also lay miscellaneous internal excise taxes on specifically chosen articles of consumption [preferably articles of luxury]. But if Congress borrows and spends more than is brought in from imposts, duties and miscellaneous excise taxes during the course of a fiscal year, then, and only then, is the direct apportioned tax to be laid in order to balance the budget on an annual basis.

"SECTION 3. When Congress is required to lay a direct tax in accordance with Section 1 of this Article, the Secretary of the United States Treasury shall, in a timely manner, calculate each State's apportioned share of the total sum being raised by the agreed upon apportionment formula found in our Constitution, and then provide the various State Congressional Delegations with a Bill notifying their State’s Executive and Legislature of its share of the total tax being collected as done on July 14th, 1798 LINK scroll to page 62, and a final date by which said tax shall be paid into the United States Treasury."

NOTE: our founder’s fair share formula to extinguish an annual deficit would be:

States’ population

---------------------------- X SUM TO BE RAISED = STATE’S FAIR SHARE OF DIRECT TAX

Total U.S. Population

The above formula, as intended by our founding fathers, is to ensure that each state’s share towards extinguishing an annual deficit is proportionately equal to its representation in Congress, i.e., representation with a proportional financial obligation! And if the tax is laid directly upon the people by Congress, then every taxpayer across the United States would pay the exact same amount!

Note also that each State’s number or Representatives, under our Constitution is likewise determined by the rule of apportionment:

State`s Pop.

------------------- X House size (435) = State`s No. of Representatives
U.S. Pop.

"SECTION 4. Each State shall be free to assume and pay its quota of the direct tax into the United States Treasury by a final date set by Congress, but if any State shall refuse or neglect to pay its quota, then Congress shall send forth its officers to assess and levy such State's proportion against the real property within the State with interest thereon at the rate of ((?)) per cent per annum, and against the individual owners of the taxable property. Provision shall be made for a 15% discount for those States paying their share by ((?))of the fiscal year in which the tax is laid, and a 10% discount for States paying by the final date set by Congress, such discount being to defray the States' cost of collection."

NOTE: This section respects the Tenth Amendment and allows each state to raise its share in its own chosen way in a time period set by Congress, but also allows the federal government to enter a state and collect the tax if a state is delinquent in meeting its obligation.

"SECTION 5. This Amendment to the Constitution, when ratified by the required number of States, shall take effect no later than (?) years after the required number of States have ratified it.

Income tax is a thing in almost every country in the world. I don't see the USA doing away with that as a source of revenue.

But I would go for laws that require Congress to pass a budget and to have a two thirds majority or something if they spend anything that isn't in that budget and make that expenditure completely transparent and well publicized to the people. That would eliminate stupid things like millions allocated for gender studies in Pakistan.

In addition to that I think we need to do away with baseline budgeting and go to zero base budgeting with every department and agency having to submit and defend an operating budget to be passed by Congress ever year.

Everything else spent by Congress should be stand alone bills with every congress person voting on the record and the provision in which they can change their vote after something is passed should be banned. A whole bunch of unnecessary stuff that now gets passed is buried in huge spending bills. There is no way any person in Congress would likely want to be on the record that he/she specifically voted for that unnecessary stuff.

Income tax is a thing in almost every country in the world.
Yes, it is. The tax on a working person's earned wage is one of the evilest contrivances introduced into our federal system of taxation under the "Temporary Victory Tax" of 1943, but in effect is still, to this day, being imposed on America's wage earners.

Let us take a walk down memory lane and look at how the Democrats conned working people into supporting the 16th Amendment which was sold to them as a way to get the rich to pay their fair share of federal taxes, but was a Democrat rope-a-dope scheme to allow Democrats to eventually tax working peoples earned wages.

To fully understand this issue one must first recall the Democrat’s progressive/socialist movement of the late 1800s and early1900s, and their desire to adopt a federal "income tax".

In 1913 the leadership of the Democrat’s progressive movement finally convinced America's wage earners to get behind the 16th Amendment. It was sold to the working person as a means to get those greedy corporations to pay their “fair share” in taxes and reduce tariffs.

During the 16th Amendment debates we find Mr. HEFLIN agitating the working class people into supporting the amendment by saying “An income tax seeks to reach the unearned wealth of the country and to make it pay its share.”44 Cong. Rec. 4420 (1909). Note the wording “unearned wealth“ as distinguished from earned wages.

And this was shortly after Mr. BARTLETT of Georgia had begun the class warfare attack by preaching to the working poor: As I see it, the fairest of all taxes is of this nature [a tax on gains, profits and unearned income], laid according to wealth, and its universal adoption would be a benign blessing to mankind. The door is shut against it, and the people must continue to groan beneath the burdens of tariff taxes and robbery under the guise of law.” 44Cong. Rec. 4414 (1909).

But what these cunning con artists really had in mind was to create a new federal taxing power allowing the expansion of the federal government’s manipulative iron fist over the economy which would eventually be used to squeeze the working people’s earned wages from their pockets in a more devastating manner than any tariff had ever done, and eventually make millions of working people poor and dependent upon government for their subsistence! But the Democrat Leadership cleverly waited for one generation to pass after the adoption of the 16th Amendment and a war to begin before completing their mission which was the imposition of the Temporary Victory Tax of 1943!

Roosevelt’s Victory Tax of 1943 expanded the so called 16th Amendment’s “income tax” upon the profits of corporations and businesses to include an unconstitutional 5 percent “temporary” tax upon working people’s earned wages. And although the 16th Amendment was sold as a way to tax “unearned income” as opposed to a working person’s earned wages, the temporary tax on working people’s earned wages was sold as a temporary patriotic necessity to fund the war effort.

Hollywood even helped Roosevelt’s Administration into conning wage earners to pay the “temporary” tax as a patriotic duty to fund the war.

But, as we all know today, Roosevelt’s “temporary” class warfare tax, which robs the bread working people earn by the sweat of their brow, is still to this very day being collected, and its burden has constantly increased over the years, preventing poor but hard working wage earners from accumulating wealth and forcing millions upon millions of wage earners into a state of poverty and then into dependency upon government for their subsistence ___ an outcome which is needed by the corrupted Democrat political party leaders to maintain a permanent underclass and captive voting block which prostitutes its vote for “free’ government cheese.

In any event, you never did comment on the Fair Share Balanced Budget Amendment as a viable remedy to stop Congress from adding to our national debt year after year. Would it do the job?

The point being the USA is a massive country with the world's third largest population. And we have to live in the world as it exists now and not as it was in the 17th and early 18th Centuries.

I don't see us ever rescinding the income tax as a predictable source of income. But we definitely can reduce the size and scope and inefficiency and incompetence of government to the point that the income tax will not be a burden on the people. And return to the concept that the government can prosper only when the people prosper which is a foundation of the MAGA vision.

The Fair Share Balanced Budget Amendment allows for a "predictable source" of revenue. And it also would stop Congress from adding to the national debt year, after year, after year, which has now brought us to a national debt (not including unfunded debt liabilities) of $ 36 TRILLION, which currently draws over $1 TRILLION in annual interest payments taken from the U.S. taxpayers’ pockets. Seems to me there is an enormous annual profit to be realized by those who invest in Congress’s irresponsible spending which leads to Congress’s borrowing.

America's taxpayers have essentially been made into taxed slaves to those who thrive by investing in Congress's reckless borrowing.
