Yes it's like that, but you know why it's like that now ??? It's because the state found out that it was being scammed for year's by unsavory politician's and group's being led by them, who began accessing funds to buy votes with, and this was wildly taxpayer's money being launderd through schemes and programs that allowed monies to be moved and used in nefarious ways, otherwise by way of certain program's that were created for various and nefarious reasoning for just such purposes or it was by the usage of old program's after discovering vulnerabilities and weaknesses in them and/or in the handlers who were handling them.
