Can feed the homeless. Just not on another's property or for money. Make some food at home, take it to where the homeless congregate and hand it out as often as you can. Gets tricky legally when you have a fixed site distributing foodstuffs to people homeless or otherwise.

And the food came from where? The church? If the food was made, prepared, or assmebled at the church, even if then distributing away from the church, it's a zoning problem.

If they went to a fast food place, bought a few dozen burgers and such then gave it away, that should be legal.

But if they made the food, packaged up the food at the church, it's problematic then.

I think 2 little girls selling lemonade in their front yard is a pretty low health risk that any city should probably not be wasting time investigating. Particularly given how disgusting some of the fast food places are.

I can't believe it happened in TX, but at least the permit fee was waved. I just couldn't believe the Health Dept had to get involved too.
