State sponsored gang bangers. You are correct. The federal government must create a national law enforcement standard that includes permanent disqualification for any cop in violation of that standard, a database of cops who have committed violations, and prison for cops who kill unless its proven by an outside arbitrator that the cop acted in sef defense. The same goes for any other act of police brutality or deception, and holding cops financially responsible for deaths and injuries caused by police harrassment, brutality and police killing. If you're given the authority to end somebodys life, then you must be held to the strictest standards with zero tolerance.
