No. Increasing temperature does not necessarily increase pressure. If you increase temperature and there is no added water vapor (which is unlikely) the gas molecules will spread out and decrease the amount of mass in the unit volume which results in a lower pressure. If you increase temperature and water vapor is added to the the unit volume the added water vapor displaces the heavier dry air in the unit volume and you get an even greater decrease in pressure.For a tire it is the rim (rigid) and the tire (elastically constrained).
For a planet it is the surface (rigid) and the top of the atmosphere (force constrained by gravity)
In both cases, the volume is not fixed, but
1. increasing temperature increases pressure as well as volume
2. adding gas molecules increases pressure as well as volume
