I think you need to educate yourself better. Israeli law requires all marriages to be solemnified through an approved religious ceremony. For Jews, the only religious ceremony permissible is one that conforms with strict orthodox traditions. This means that anyone who is a Jew can only marry another Jew, and that Jew must meet the orthodox definition of Jewishness.

The orthodox definition of being a Jew is strict and many Jews don't even meet it. Conversion is, theoretically, an option. However, orthodox conversions require difficult approval after a long period of training, and many people are rejected for conversion.

Meanwhile, there are some 300,000 people who are legally defined as "without religion." These people never have any legal option to become married in Israel. Many couples go out of country to get married. But even then many of these couples are not even allowed to live together when they return to Israel.
