Reading the story in the link, it seems if the bitching and whining of these 2 brothers, Mr. Lavelle and Mr. Burgess, is that there aren't enough well-off black people living in Pittsburgh.

One thing the city could do to attract well paid blacks is to attract an NBA franchise to town. Maybe build an NBA arena, they could feature big rap concerts in the summer during the NBA off season.
