Most qualified is largely subjective, isn't it? Someone might be a great tactician but terrible at doing the diplomatic stuff to make a command work in theater. (Think Gen. Joseph Stillwell).

I remember getting passed by for an E-7 slot because a captain wanted to shake things up by appointing a guy who didn't even have the right MOS. They were all surprised when I didn't re-enlist the next year. (Not just because of that, but a lot of things.)

Frankly, any promotion over E-5 is political in some way.
