Imagine a sport, say soccer, football etc. You have some of the best players, they're "smart". I follow soccer, so I'm going to give an example.

Wayne Rooney, he was one of the best players of his generation. He could read the game better than a lot of other players.

He became a coach in charge of some pretty big teams, and he failed everywhere he went, including DC United.

"Billionaire smart" means big money smart. Attention to detail smart. Well educated and understands capitalism smart.
For example, when Amazon wanted to build HQ2 in NYC, in AOC's district, the stupid ***** said "no". Even though it would have meant 50,000 good jobs and $30b of new State revenue, plus turning a blighted area into an architectural wonder. That was stupid. So there is smart and there is stupid.
